    one really needs to look back to the history of the CIA in Italy following WWII.  Our CIA was very afraid of communism and socialism, particularly after 1948 communist coup in Czeckoslovakia.

    Italy has a party proportional parliamentary system. In 1948 he CIA bankrolled the "centrist" parties (read rightist conservative) and did their standard propaganda moves. Money and lies worked: the Christian Democrats won. Operation Gladio ensued. It was a covert NATO stay behind op for the CIA for the duration of the Cold War.  It was a set of secret anti communist armies through out Europe.  Belgium, SDRA8, Denmark Absalon, Germany TD BJD, and so on.

    The following is subject of speculation and borderline CT, however, in my opinion it is valid to bring it up here because both Switzerland and Belgium have parliamentary investigations on it: in Italy (1960-1980) the CIA is accused of bombings that the Italian police ascribed to anarchists. The Piazza Fontana bombing and several car bombings are examples, examples for which no one was ever successfully prosecuted.

    Aldo Moro( who tried to forge a center-left government )  implicated Gladio, the P2 masonic lodge and military men who attempted a coup in 1970. Moro was later kidnapped and killed by the Red Brigades.

    After all the secret armies, the bombings, the deaths, the blackmailings etc., a little theft of documents in January 2000 seems, not only standard operating procedure, but easy to arrange.
