    the workers are not competent enough to communicate with their boss ?

    Sorry but your assumption is rather pathetic and insulting  

    The workers care enough about their jobs to not just quit , they are bright enough to know they have the right to strike for human working conditions , so it is fair to assume they know how to talk to their boss

      You are awfully proud of your lousy logic.
      That's the kind of thinking that leads people to believe that aliens built the pyramids.  It's called argument from ignorance.

      There are more reasons than competence not to communicate with the boss.
      The boss might not make himself available.
      The employees might want to make a point and get some publicity that merely resolving the problem would not resolve.

      Beats me.
