      Yes, he nominates...n/s...duh. Its not about simply nominating some for a cabinet post. It is about nominating  the right candidate. Ray Kelly is more than qualified, he's just not the right candidate for the HLS.

      and the "authorities" who advise on keeping things as-is for each respective area, specifically.

      He likes using existing systems and means before making any sort of struggle to change things.  Then, when he does attempt more significant change, he backpeddles quickly when resistance shows he won't be someone's friend if his newest ideas get pushed through - hence, the compromise.

      So, he defers to the representatives - or, authorities - in for each respective area with which he deals, oftentimes.

      It's frustrating, because it often compromises all that he has previously offered as his best ideals in any given effort/area.
