      If you're blaming white flight that started in the mid-50s (6 decades ago), if you're blaming the Riots a) that was 4-5 decades ago and b) it merely exacerbated the existing problem. 3-4 decades ago Coleman Young was balancing the budget. Yeah he could have magically solved the white flight problem, but it doesn't make much sense to single him out for something his predecessors started and none of his successors could stop.

      Basically when '55 or so happened, and everyone started wanting to live in 1400 sq ft. ranch houses instead of 1200 sq ft bungalows the City was screwed and those Mayors needed to a) bulldoze a bunch of bungalows to build ranches, or b) amend state law to allow the annexation of incorporated places. Since they didn't do either Detroit got rust belt disease.

      The fact that 'burbs are basically designed to fight Detroit means regional governance does not happen, which means that we got rust belt disease worse then Cleveland.
