    Taxes are at their statutory maximums.

    Even if the state would change those maximums it's hard to see why Detroiters would vote for higher taxes. Yeah their taxes are low compared to Northeast Ohio, or big cities, but in exchange for their high taxes Detroiters get no cops.

    Yeah if you did a referendum in Detroit on a 3% income tax it would probably pass, as would increased property taxes, because Detroiters hate the idea of screwing pension-holders, and want NYC-level government services. But it would be a tougher sell then you imagine.

    At the moment the best option for Detroit is probably merger with the neighboring counties in the Metro Area. The new City-County could take some services (like police), which would allow Detroit proper to concentrate on other services, and spare everyone the humiliation of Detroit being bankrupt.
