    That is a transfer across state lines and must be done via an FFL.  I have done it a few times and have an excellent FFL that I use every time.  Take a look at the Gun Control Act of 1968.  

    Depending on the state of residence, it may be legal to buy long arms, but not handguns across state lines.  Check in your specific state.  For instance, since I live in MD, I could buy a non-regulated rifle or shotgun across state lines provided I buy from or transfer through an FFL.
