    You can buy long guns from an FFL in a state where you don't reside, as long as you do it in person and the sale would have been legal in either state. For handguns, purchases have to be made within the state of residence.

    A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee’s premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.

    And having an in-state resident make the initial purchase doesn't help:
    It shall be unlawful for any person (other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector) to transfer, sell, trade, give, transport, or deliver any firearm to any person (other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector) who the transferor knows or has reasonable cause to believe does not reside in (or if the person is a corporation or other business entity, does not maintain a place of business in) the State in which the transferor resides.

    He would have to choose the pistol, have it shipped to an FFL licensee within California, and complete the purchase there in accordance with California laws.

      I live in Maryland, right by the Virginia state line, and I wanted to do a face-to-face sale of a double-barreled Beretta with a private seller in Virginia, but I found this provision just before making the purchase and ended up having to run it through an FFL here in MD.
