      But the People of Detroit did not cause the corruption, as some in positions of Power with assistance from others in Lansing -- who knew -- but said nothing, instead waiting on the right time to strike.

      And the retirees should not suffer because of it.

      At least as these things go.

      Prior to Kwame nobody took a bribe. Post Kwame all bribees are in jail.

      I'm not saying Kwame was actually a good Mayor, or that he hasn't exacerbated the problem, but if you think Detroit is screwed because of corruption you clearly don't know much about Detroit.
