    It's a question about a general philosophy or viewpoint.  Boehner stated that Congress should be judged on the basic principle that it exists to repeal laws, not pass them.

    Our elected officials in the legislative branch are called lawMAKERS, not lawREPEALERS.

    Boehner is full of shit and the only correct answer to the poll question is no.  Congress should be judged by the laws it passes.  Yes, they can be repealed if they prove to be detrimental (i.e. Don't Ask, Don't Tell), but the goal is to get it right the first time based on serious debate and smart law writing.

    To have to repeal a law is to admit that Congress failed on whatever issue they're doing the takesie-backsie on.
