    noting that the dog poop on the sidewalks has increased dramatically since the ban went into effect.

      poop, but I doubt it is enforced.  In a small town public disapproval can do the job better.  There are signs all along the paved bike/pedestrian trails.  As well as plastic bags for disposal and trash receptacles for filled bags.  I don't know how you get around using plastic for this, but biodegradable bags might be the way to go.

      but unfortunately, particularly if you live in areas closer to downtown, that poop you're seeing on the ground may not come from dogs but from the homeless. It isn't entirely their fault of course since there are precious few places where the homeless go to relieve themselves with any dignity.
