    is that these broad sweeps are clearly overwhelming therefore the introduction of legal limitations - oversight and a demand for focus on specifics - is likely to result in better results.

    The courts play something of a management role in helping to set priorities and limiting fruitless busy-work.

    Before these people could sit safely and secretly behind a computer, they had to get out of their chairs and go talk to people.  To watch them in person.  The FBI did go and interview the older brother, but then they left it presumably to our computerized domestic spying apparatus which obviously didn't turn up the information it should have.

    It was a fail.  A major fail.
