    That is rather the exact point: where is the line to be drawn? If you see that as snark then I must conclude your position is the federal gov't operate no information-gathering agencies at all.

      We're having a debate about how much we need to spy on the evil terrorists and hostile countries that are poised to destroy us through their infiltrators here.

      Not spying on Americans is of course not an option and has never been an option, as the beltway and establishment happily inform us of daily.

        We're not having a debate on how little we need to spy on the angelic terrorists and allied countries which are poised to assist us through their publicly declared lobbyists here.

        Spying on Americans is of course an option and has always been an option, as ordinary rank-and-file Americans inform their leaders from time to time.
