    Judge never ordered police to arrest or ticket peaceful protestors...

    The following contains the official statement from the ACLU of Wisconsin regarding today’s arrests at the Wisconsin State Capitol, via Sarah Karon:  (the statement discussed the arrests, the ACLU's federal lawsuit aiming to block the state's requiring of permits for demonstrations, filed five months ago.  The statement also discussed the ruling of Judge William Conley...

    MADISON – Police today arrested cited about two dozen protestors, some as old as 85, who were participating in a peaceful demonstration inside the Capitol rotunda...

    On July 8, Judge William Conley granted a preliminary injunction in the case, allowing groups of up to 20 people to gather without a permit inside the Capitol. The state has said it will not appeal the injunction...

    Regarding the arrests,  ACLU of Wisconsin legal director Larry Dupuis said:  
    ...“I’m disappointed that the Capitol Police have chosen to enforce the permit requirement for its own sake. It’s my understanding that those arrested today were not disruptive or disorderly. The only reason for their arrest was because there were more than 20 of them and they didn’t have a permit.

    “...Secretary Huebsch was quoted as saying right before the arrests started, ‘We enforce the order today.’ Judge Conley did not ‘order’ the Capitol Police to arrest or ticket peaceful protesters. These arrests were ordered by Secretary Huebsch and Chief Erwin, not Judge Conley...

    ...A trial for a permanent injunction is scheduled for the week of January 13, 2014.

      I just heard on one of the local tv stations here in WI a news report that implied that the singers were violating a direct order of Judge Conley and merited punishment.  As the article you found and quoted states, however, the Judge did not order the Capitol Police to arrest or ticket peaceful protesters.  This whole mess is due to actually three people:  Chief Erwin who reports to Huebsch, Secretary of the Dept. of Administration Mike Huebsch, and Scott fricking Walker to whom Huebsch reports.  They're like the Gruesome Threesome and I think I'm going to start referring to them by that moniker.

      Ranked the most "untruthful" by Politifact. Stephanie Marquis, spokeswoman for the Department of Administration, claimed “Judge Conley ruled several weeks ago that the State’s permit process is constitutional."  No, that was NOT in the ruling.

        only deploy it when it suits their political needs. They do the same with signage.

        Before the injunction, under the governor's harassment of protesters policy new permitting policy...

        ...groups as small as four were forced to obtain prior permission from the government before they engaged in expression “for the purpose of actively promoting any cause.” The new rules also prohibited people from gathering in the Capitol for any performance, ceremony, presentation, meeting or rally without a permit...
        Just a thought, but protesters could do some creative work-arounds, like rotating groups of protesters, maybe 10-15 at a time, so they don't exceed the 20 limit set at any given time, and keep the protests going with new people, while showing the Gov & his authoritarian staff and police that they can't over-rule the First Amendment or silence critics like some third-world dictatorship.
