    Unless we believe that racism is dead outside the locations provided for in 1965, this is ridiculous.

    The first rule of government should be "Do no harm." The urge to act can frustrate the desire to help.

      the bail-in provisions are only for a set amount of time, so its not like Holder filing a suit under Section 3 will permanently put Texas back in preclear status as it was before. Also, in order to bail in a state or political subdivision, it must be proven that they have violated the 14th or 15th Amendments. You can't just arbitrarily say, OK, everybody is racist so we have to preclear everyone. There has to be a reason to be bailed it.
