    Whatever we call them, we see that these elections are often decided with a quarter or less of the voters turning out.

    Americans can make our country better.

      Don't forget that in CA-31 in 2012 the runoff being between two Republicans was not due solely to the first-round Democratic vote being divided among more candidates than the Republican vote.  It was also due to the lower Democratic turnout--Dutton and Miller between them got 51.5 percent of the total vote in this Democratic-leaning district.
