can insert loopholes, its so they can keep them out without having to run it by lobbyists first.
or: we can have a tax bill that gets rid of loopholes, or we can have a publicly negotiated one.
that said, I don't think we'll get one period (in part for the reason stated by Heart of the Rockies)

dreamed up by tired, old men and the interests they serve. We must have government is secret, because the evil lobbyists will turn people away from all our good & fair ideas. Utter BS. What is true is that craven politicos who can't think or stand up for what they believe(mostly because they don't believe anything except more money in their personal bank accounts is a public good) are flailing and failing. In public, repeatedly. And gee,the lesser people are noticing.
The fear of the public knowing what is happening isn't how the world is beginning to turn. A messy process to be sure with many fits and starts.

in our tax code. Openness in gov't is soooo pre-9/11.

in our tax code."

know who's putting what loopholes in the Code. The effective lobbyists have sufficient contacts on Senate Finance to obtain that information.
The very idea that the purpose of this secrecy is to keep lobbyists in the dark defies logic. The very idea that Baucus raised $11.6mm for his last campaign by keeping lobbyists in the dark defies it even more.

to slash the top rate by 40%, raise rates on the lowest incomes and enact a lower rate for high earners than for those immediately below them. Not to mention getting rid of interest deductions for consumer debt. Reagan's tax "reform" was aimed at comforting the comfortable.

they don't need secrecy for that.

Yes, the politicians hate the corrupting influence of lobbyists.
THAT'S why they negotiate in secret. With them.

of lobbyists so much that they hire them as staff and allow them to write the entire legislation!
We should admire their efficiency(the Senate) in eliminating their tedious role as simply order takers. Why not just allow the customer to bake their own pie?

as a reward after years of being a servile toady.
How exactly is it again that with very little exception all members of Congress exit far wealthier than when they entered? I wish someone would do a real study on the question. I believe that one part of the equation involves the number of spouses who suddenly turn up with cushy jobs in various industries.

and to think otherwise is either naive or disingenuous. The lobbyists already know who their go to Senators are. This process is not to cut out the lobbyists, but it is to protect the Senators from having the public know where each of them stands on specific tax code changes.
