      afraid that they were up to something criminal, so afraid that you call the police to report it, why would you get out and follow that person.

      No one told George he should stay in his vehicle, but the neighborhood watch rules state that no watchman should confront a potential criminal, they are there to watch, and report to the police.

      Neighborhood watch programs do not empower people to effect a citizen's arrest.

      And they prohibit any watchman from carrying arms while on patrol.

      The 911 operator certainly did tell George that the police did not need him to follow the reported suspicious person. That is strong language that any normal adult with good judgment would recognize as admonishment to "stay away."

      No, Georgie used the "ook for an address" ruse as an excuse to get out of his vehicle, because he really had no legitimate reason to get out of his vehicle.
