Social mobility, stable families, wealth creation are simple. All you need is a job with a living wage, and the ability to get to it. After the opening of assembly line jobs to African Americans it was clear that families remained intact, kids went to school and college, inter-generational social mobility became possible, and everyone was happier. This is well-verified by many studies.

Any other solution--job training for jobs that don't exist, "educational reforms," and the like--is rearranging the deck chairs on the Titanic.
