    to improve security of absentee ballots.  A system with a unique number identifier on exterior envelopes is a start, and of course limitations on who may receive ballots, limitations on mailing to commercial mailboxes.

    There will be some concern with duress or influence over people voting absentee, but on net, making it easier for people to vote increases participation and is a net good.  Note that in the example you cite, the alleged fraud was perpetrated with campaign staff and under the direction of a campaign.  This doesn't really happen on the individual voter level.

    In fact, the best deterrence against vote fraud by absentee ballot is to allow for permanent vote by mail - that way,election officials are already mailing out a ballot to a given address.

    In the rare instance where someone is impersonated at the absentee stage and shows up to vote at the polls, they should still be able to cast a provisional ballot under HAVA.

    Difficult, difficult, lemon difficult.
