    The agencies blame sequestration for the furloughs, but the argument simply doesn't hold water.  Nothing in the budget control act mandated furloughs.

    Furloughs can be ordered if there is a 'lack of funds' within the agencies, however, the problem here is that there is no lack of funds in the Navy, or at any agency funded by working capital funds (i.e. depots).  

    My command has more money and tasking than we have people to work.  Yet were still subject to furlough based on an arbitrary decision to furlough all defense workers, regardless of if money will be saved or not.   There are about 130,000 workers in this catagory.  Many depots are working overtime while furloughing employees.

    While the administration blames sequestration for the cause, the furlough, as applied to people like me, is due to the Secretary of Defenses decision to impliment an arbitrary across the board furlough.

    I am indirectly funded,  as in Congress gives the services an appropriation.  The service tasks my depot for a certain amount of work.  While the services (my customers) budgets were cut by sequestration, they've still tasked my activity to produce products.

    Activities like mine manage personnel and resources based on the amount of work coming in the door.  We've seen this coming, so haven't hired in some time.  As such our workforce to workload ratio is good, and no furlough are nessecary.

    But Chuck Hagel is making me take unpaid leave anyway, without regard to the fact that I have plenty of work to do, and this furlough delays deliveries and drives up costs.

    So while they blame the sequester for this, reality is that this is due to a discretionary decision by the administration.

    If there was truely a 'lack of funds' where I would, we wouldn't be complaining about being furloughed.
