    If they have the funds available and the discretion of how they spend, is there a specific order from on high that tells them that the spending cuts MUST be expressed as furloughs? My understanding was that each department and agency was required to cut X amount of spending and in most cases that meant payrolls.

    If I ran this circus, things would be DIFFERENT!

      Our command has plenty of money.  They support our efforts to end this furlough since this furlough is causing long term damage to our command.  Our agency has been given no discretion on how many days we furlough employees.

      The problem with furloughs of working capital fund activities is that we've already been tasked, and money has been obligated.  We charge customers on a per unit basis (i.e. costs so much per torpedo or overhaul).   Since the customer still wants x number of units, we still need to produce them.

      Our customers have had their budgets cut, they decreased orders.  We expected that, but now can't fulfill the remaining orders because we're furloughed.
