    Multinational corporations will book revenue (and hire people to produce that revenue) in places with lower tax rates.

    I worked for a company that outsourced some of its manufacturing to Taiwan, a place with a higher per capita income than Mississippi.  (And much better food.)

    Taiwan does not have any illegal wars or high fructose corn syrup to subsidize, so their tax rate is lower.
