I don't think that Brian McF is saying that it's Obama who did it.
This cartoon puts the President in Air Force One, callously flying over the suffering people of Detroit, promising a speech in a "let them eat cake" way.  Political cartoons are not subtle; they pick their targets and make them clear as a bell.  No way to interpret this except as one more poke in Obama's eye, accusing him of being heartless and not interested in the troubles of the people.  There is nothing in the cartoon suggesting a single GOP leader or policy that brought about the heartbreaking result we are seeing in Detroit.

"It ain't right, Atticus," said Jem. "No, son, it ain't right." --Harper Lee, To Kill a Mockingbird

Likening Obama to George W Bush and his flyover of New Orleans, with GM still in business in the background.

I could have just read Ron Fournier and saved myself the trouble.

Step 1: Someone writes a highly misleading diary with a selective use of facts. Step 2: Someone else writes a highly misleading diary to counter the first diary with a selective use of facts. Step 3: Someone says Obama is worse than Hitler. Repeat.
