    they grab any empty house bill, modify it in sum, send it back.  the house then has to conference it.

    There is a benefit to starting in the senate, with the fillibuster rule, you likely know if it's passable to the house because usually the leadership can make the deals.

    Now Boehner has trouble delivering dry cleaning with his
    revanchist caucus,  so, now the House may be the bigger problem.

        it's still bicameral, it's still passed by
        a majority of the representatives,
        its just a paper game to get the deal cut in the senate.

        Of course now the house is quasi dysfunctional.

        so lots of bills are going to die in the hosue.
