It's the stupid economy! In the last instance!

McCarthy [...] said the country must move beyond a discussion about whether there is an inherent conflict between the environment and the economy to understand how climate change and environmental protection fit into a global environmental and economic agenda.
“Our future depends on an economy that moves beyond that dichotomy and recognizes the limitations of the world’s resources are real, the fragility of world’s ecosystems are real, the threats posed by pollution and a changing climate are real,” McCarthy said. “To turn those challenges around, we need a strong, sustainable economy that embraces these issues and behaves in accordance with what we know of science, the environment, technology and public health.”

“Today we need to embrace cutting carbon pollution as a way to spark business innovation,” to create jobs and stimulate the economy, McCarthy said.

You want to talk about jobs? There is so much work we should be doing to clean up the environment, to restore habitat, to undo misguided exploitative policies of the past. Here's the thing: much of that work is not profitable under any business scheme, and it's too big for charity.

We as a society that holds responsibility for the well-being of the planet and to future generations of citizens should use our collective resources—and we've taken far more than our generation's share of resources—for environmental mitigation and restoration. So much work to do... Let's get started!

This was hinted at in the Q&A during one of the labor panels at Netroots Nation 2013.

Government and laws are the agreement we all make to secure everyone's freedom.
