    and during BushCo, the prosecutions dwindled as well.

    I'm an avid environmentalist -- but even I find CERCLA (Superfund) pretty draconian and unconstitutional.  Companies I detest could, in fact, dispose of toxic waste with practically no regulations.  CERCLA is retroactive.  Of course, the oil/gas lobby did a fine job in exempting their products from the hazmat lists.

    Still a shit-ton of superfunds sites and sites which probably are but not listed.  That doesn't include all the government sites -- like part of Baltimore Harbor which is built on hazardous materials from scrapping navy ships.
