    Henry Clay knew that the Compromise of 1850 would never pass Congress, so he divided it up into separate parts and each part passed.  Most southerners voted no to abolishing the slave trade in DC and admitting California as a free state, most northerners voted against the Fugitive Slave Act, but each part had enough supporters to pass the entire package.
