    The UN convention and law of the sea that is the legal basis for the 200 mile zone but my memory is that Congress opposed it.

      since his appointee, James Watt, was so openly radical in his anti-environmental views that Reagan was forced to make him disappear - but not the policies and ideas lived on in more stealthy ways after Watt's departure.

      •  UNCLOS was mostly an economic issue (0+ / 0-)

        And Reagan was a moderate Republican or Democrat by today's standards
