    -ing to detect HIV in donated blood.  Everyone was terrified that the blood supply wasn't safe.  The ban was partly instituted to allay the fears of the public, and partly to make sure that high risk individuals (As in high risk in the US and not the world) were screened out.  As a bisexual male who lost a lot of sleep waiting for my first HIV test results during the mid 1980's, I didn't think the ban was ill informed.  But that was almost 30 years ago, and the science has definitely changed.   Warren is right that its now time for them to change the policy.
