Public safety does, especially for blood that goes to certain populations.  One of the reasons I give platelets instead of whole blood is because I'm negative for a very, very common virus that can cause horrible complications in people with compromised immune systems, like premature babies, trauma victims, dialysis patients, cancer patients, and yes, HIV+ patients...and even though I've been giving for three years, and nothing in my life (or sex life) has changed, they still test my blood every single time to make sure I haven't picked anything up.

Odd but true fact:  when I started having jaundice just prior to my gallbladder removal in June, my doctor was able to eliminate hepatitis almost immediately because I'd donated blood about three weeks earlier.  We both knew that if there had been anything hinky in my blood, I would have been called the next day by the hospital and told to head to my doctor....:)
