    I just heard WXYZ TV report that 36,000 people had voted in the mayor's race as of 7PM.

    Most likely that does not include about 30,000 absentee ballots.

    Still, to have an election in a 700,000 person city decided by less than 10% of the population is pretty terrible.

    The emergency financial manager law depressed turnout, of course, and I don't think that the city will just be able to turn the switch back on.

    Democracy is not a light switch.
