          of overutilization of Medicare, but I don't see that as an indictment of single payer health care.   Overutilization is also a problem in the for-profit private insurance system as well.

          The Affordable Care Act contains a great deal of appropriations and new guidelines for systems to control these problems.

          Yes, overutilization and too much health care are primary reasons why health care costs have skyrocketed in the US as quality has dropped.

          Since passage of ACA, prices and costs are dropping

          Part of those declines in government spending are due to ACA mandates to providers.

          Government payment to hospitals has trended lower for multiple reasons.   Many state Medicaid plans have cut hospital rates in the past several years to help balance state budgets.  And in addition to the ACA’s mandated reductions in hospitals’ disproportionate share payments and DRG updates, the sequester took a significant further bite out of DRG payments during the winter.
          The health care delivery game is changing, mostly for the better.

            I am strongly in favor of single payer.  But single payer with no utilization control is a recipe for disaster.  Witness the French system which has recently introduced a program to control overuse after decades of no cost control.  Overutilization does indeed occur in the private for-profit sector, but to a different degree because they have the ability to restrict benefits and the ability to require gatekeeping by a primary physician, etc., etc.
