    "draw the hydrogen out" of water vapor with a "charged membrane", then why not just charge a fuel cell? Why not just install one of those "charged membranes" into a carburetor-like device on a hydrogen powered motor and just wheel around for free, forever?

    I am a bit skeptical of that particular process.

      You have to put energy into water to extract hydrogen and oxygen. Then you burn the hydrogen and oxygen to get back the water plus less energy than you started with, because there is always significant inefficiency in such processes.

      If you have wind power that you cannot bring to market on the grid, you should use it for something rather than throw it away. What you should use it for is a fascinating interplay of technology, economics, and politics. If you use it to extract hydrogen, then you have to explain how you will collect and distribute the hydrogen. If you make fertilizer in a farm field, perhaps you can use the fertilizer locally. I don't know the details, but there are people who do know something about it.
