    To do this right would take basically forming its own organization, and whether that were autonomous or quasi-autonomous it would need a whole structure. You need administration, lawyering, fundraising, programming, partnerships with existing progressive orgs and think-tanks, lobbyists, and a lot of work on getting users. A brainstorming diary on Daily Kos is nice, but if you're going to get serious about this you need to start with at least one capable person working on it full-time.

    I'm a programmer and I'd love to have this as a job, but if I wouldn't want a programmer as person number 1 or 2.
