    Wind is wind. The onshore towers are put up in places with good wind profiles, ditto for offshore. It's not profitable to put up a tower where there is too little or too unreliable wind. Thus, for example, in VT there are no wind towers proposed for Lake Champlain. The Adirondack mountains to the west and Green Mountains to the East make even the middle of the lake too turbulent for a decent wind profile. Too close to the coast in Maine would probably have the same problem, due to the coastal cliffs.
