      But it was to the businesses involved. Also, as someone pointed out on another website, the administration itself did a "wait-see" on some of this stuff, and only after the election came out with many of the final rules and regulations pertaining to the law's provisions. So both sides are guilty of foot-dragging. Like I said, at this point the push should be to expedite the fix, but it doesn't sound like it will be by Jan. 1.

        took effect because the government never wrote regs. They can keep deferring the cap indefinitely if they want.
