    enshrines a form of gerrymandering-  A (very) few Republicans in North Dakota get to send two senators to congress, while a hoard of Democrats in New York get the same number...

      California and Texas.  Just sayin'... But your point is taken. But perhaps made more effectively wi examples of even greater population disparity.  Wyoming and Vermont have fewer folks than ND, for example.  But I split hares...
