but the Green Party in Portugal is a sad joke.

Not that it matters.  The Socialist Party under Jose Socrates put Portugal on a path that will allow Portugal to be almost completely independent of fossil fuels with the possible exception of gas for the cars and cooking.  But Portugal has had periods of producing 70% of it's electricity from renewables.  It's one of the world's leaders in solar, tidal, geothermal and wind energy.  Unfortunately the center right party is now tenuously in power and with the IMF and EU supporting them they've been privatizing whatever they can.  Fortunately their days are numbered.  That said, the Greens in Portugal are nothing more than a novelty.  They get as many votes as the New Monarchy Party on the right and about as much recognition, which is not much.

Here's some on Portugal hitting the[ http://theenergycollective.com/... 70% mark in renewables].

Portugal’s electricity network operator announced that renewable energy supplied 70 percent of total consumption in the first quarter of this year. This increase was largely due to favorable weather conditions resulting in increased wind and water flow, as well as lower demand. Portuguese citizens are using less energy and using sources that never run out for the vast majority of what they do use.
        That was in April.

        In June they hit 72%.

Here's an article from 6/12.  It talks about the advances Portugal made, for example the world's largest solar farm in Moura, Europe's largest wind farm, the first of it's kind machine that harnesses tidal energy.  But it also talks about how badly Portugal is getting fucked by the IMF and EU.

Subsidies for electric vehicles - and domestic solar panels - have been cut by the current Portuguese government.

They have slashed public spending in order to meet the conditions of the austerity agreement signed with the IMF and European Union last May in return for a 78bn euro (£63bn) bailout.

Indeed one of China's state owned energy companies, Three Gorges Corp, has just bought a 21% stake in Portugal's biggest power producer, which was up for grabs in the recent sell-off of state-owned assets here.
