    a significant factor in the price hikes appears to be Enron-style collusion among utility providers in the wholesale market  This is a very similar dynamic to the one that allowed various companies to withhold generation to drive up California prices.

      so it has nothing to do with energy policy today. We are now two years post-Fukushima and Merkel's reversal (back to the energy policy in place since 2002 - Renewable Energy Sources Act of 2000 (enacted 2002), which her CDU/FDP coalition had tweaked 6 months previously to humor the giant utilities by extending the lives of nuclear plants by up to 12 years. The development of solar power on huge numbers of private residences and the FITs have turned private citizens into small-scale entrepreneurs by installing PV panels on their own houses and selling the excess power back to the grid. The giant utilities are tearing their hair out for having missed the opportunity to get in on this move to RE - it's much too late for them to make any money on it now because the sheer scale of installations has made the resulting energy too cheap to be profitable to them. 4 years (since the article) is an eon in the age of renewables.
