    Insurance and bonding.  

    What a concept, that extractive industries must bear the costs of the damage they do.  

    About time the real costs of economic activity begin to be measured and acknowledged.

    Admittedly tough to cost out the loss of an aquifer, but damages for obvious losses of acreage, health, et al., could still be quantified.
