    I see from reading more of Reggid's comments, that he was indeed talking about the "error rate" that is the percentage of the gathered international communications that were actually (and inadvertently) domestic communications.  Turns out that it's about .02%.

    My comment above dealt with the percentage of ALL domestic communications that 56000 represents.  I'm guessing that it's orders of magnitude smaller than .02%.  That clarification made, I'll my above comment stand, except the parts where I said the GP post was misunderstanding Reggid's point.

      First, the % of TOTAL domestic communications, which have to run into many, many BILLIONS every day.  So, yeah, I'd say something like a billionth or a trillionth of 1% is probably in the ballpark.

      Then, the % of communications the program at issue in this program, which turned out to be 250 MILLION.
