    If you want a stretch of highway finished by a particular date, you have two options: one, you give a bonus if the company finishes it by that date. Two, you penalize the company for not finishing it by that date.

    They both work out exactly the same, since in the second case you have to pay them more to make them willing to assume that risk. They are absolutely logically identical.

    So basically, the answer is 'all the time'.
