    Wrong, rather than a lie. That said, the power rests solely with the President. The Costitution doesn't mention any "Office of Pardons." In the end, how the pardon authority is exercised rests solely on the President.

    In that light, this President's record might be more instructive than Office of Pardon guidelines. (Or any other President.) The most egregious use of pardon authority has to have been Bush Sr over Iran-Contra. At least in modern years, though Clinton had a few slimy moves, too.
