    why if the government claims that they have de facto ownership of our communications, then why aren't they paying for our connections in toto?  

    Why should we have to pay for our internet, phone, cable connections and all associated equipment?

    I think those people in North Korea get the radios in their houses for free; and I haven't heard anything about them having to pay for the devices in their homes that surveil their activities.

    Everyone in the US should get free computers, TVs, Xboxes, top of the line cell phones, cable boxes, modems, and all associated services - and free movies and ebooks.  That way they can really get to know us AND we aren't forced to pay the incredibly high costs associated with connectivity.  ;)
