    But I do wonder what is with him that he can't wait till he is in a truly private place.  Especially as this seems to be chronic, there is something wrong with the guy.

    Also if a minor child were to walk in while he was at it, exposing one's self to a minor is a serious enough crime to get him jail time.

      How does a minor or anyone else just "walk in" to a locked stall?

      In any event, here we have one guy who gets turned on by the women in the City Council and excuses himself to relieve himself, and another who just lunges at them. Let's give this guy credit for at least directing his urges in a non-harmful manner.

        But instead he used one of the urinals. Women are not what turns Carl on. Apparently, when debates got heated, so did he. Then he'd have to excuse himself and run to the restroom. See it all on the city council videos!

      If a minor child walks into a public restroom, is everyone peeing into a urinal suddenly guilty of "exposing one's self to a minor"?

      This dude's behavior may be weird and embarrassing, but it's not a crime even in hypothetical circumstances.

      Also, I think that calling this a "sex scandal" is absurd.  Adultery, sexual harassment, or sexual relationships inappropriate for one's office, those constitute sex scandals.  Sexual behavior that exploits or victimizes people constitute sex scandals.  Masturbating in a bathroom is not a sex scandal.

      Taking jokes seriously is the exact mirror activity of laughing if someone says they have cancer. --jbou
