The intelligence industry is booming and a lot of people are getting rich from it. Plus, in an era when you've got the 1% sitting on so incredibly much money and looking for profitable ways to invest it, they're not going to want a cash cow shut down either.  This thing is out of control, and it's not just the NSA, in my opinion.
And, to embellish a little, the 1% sitting on such an enormous pile of money... and the 0.1% sitting on the immense majority of it, they need security assurances.

Travel to enough third-world countries and then return to the USA over the years and you begin to see what we are doing to ourselves. Tearing down public institutions, reducing safety nets, eliminating government services, short-changing infrastructure all hurt the 99% more than the 1%.

The 1% doesn't have to care about all those things. And the lower the taxes, the more they love to pile up more money.

But in every third-world country, the rich live behind high walls topped with electrified razor wire, with numerous armed guards (not to mention 'owning' the police and military), bullet-proof vehicles, helicopters and escape homes far from the maddening crowds.

Our rich are nearing the point that they'll need protection from our own people. Make conditions so bad that people feel helpless and anything might happen.  Thus, domestic spying.

Domestic spying for profit, as you mention, and domestic spying for their own safety from "mobs" such as Occupy Wall Street. They need and want domestic spying for many reasons. And, owning Congress, they'll likely get just what they want.

The next obvious move is to make examples of those who threaten domestic spying and to make examples of a few who are caught via these programs... like handing the data over to the FBI, DEA, etc, etc, for arrests and imprisonment.

An oppressive government does not brutalize everyone. Most people generally go about their own business. But an oppressive government DOES brutalize enough examples to keep everyone else in line. People often misunderstand that point.

Manning was brutalized in a Navy brig for nearly three years as an example. Next up?
