    emotional one, what is the difference between using chemical weapons to kill civilians and using snipers and mass artillery bombardment to effect the same?

      First, it is generally accepted that the use of chemical weapons is unlawful/wrong.  This is not the case with artillery.  If you want to have a concept of international law there needs to be consequences for violation.

      Second, unlike artillery, chemical weapons are particularly useful against civilian populations.

      Third, I suspect unprepared civilian populations will have an easier time surviving artillery strikes at the level that the Syrians can generate.
