      That's not how you decide policy.

      You decide policy according to what is best for your country, hopefully within a framework of morality that everyone understands, in this case that which is expressed in our founding documents. It can't always be done. But the worst excesses, the worst straying from the moral center can and should be reined in. There's no reason to be hoovering up all the data on everybody, unless you see it as some sort of odd job creation program.

      The party of Kennedy is also the party of Eastland. The party of Javits is also the party of Goldwater. Where is our party? Where is the political party that will make it unnecessary to march on Washington?
