    agencies in various countries.

    1. To gather intelligence on internal opposition for purposes of suppressing it. More often than not (but not always), they're successful in that.

    2. To gather intelligence on external governmental agencies to further chauvanistic goals. More often than not (but not always), they're unsuccessful in that.

    In other words, intelligence agencies have proven historically successful in suppressing internal political opponents to the status quo. Despite all the jingoistic fanfare, they have been far less successful in anything else.
