      More and more, I get the impression that there are few to none who really understand the scope, capabilities and vulnerabilities of the behemoth that they have created.

      So, while Clapper says things like they are going to go from 1,000 to 100 people with the kind of access that Snowden had and that they are going to have software replace the people that they will cut, there's really no indication in his statement that he actually understands what that means or if those really are effective safeguards.
